Abstract

INDONESIA : Kemajuan teknologi dan informasi yang semakin pesat menghadirkan media baru yang wujudnya dalam jaringan (online) digunakan sebagai sarana penyebaran informasi dan publikasi. Humas Dinas Kehutanan Jawa Barat melakukan pengelolaan digital public relations yang baik melalui media sosial instagram. Peneliti tertarik untuk meneliti proses pengelolaan digital public relations yang dilakukan dengan baik oleh Humas Dinas Kehutanan Jawa Barat mengenai program serta kegiatan Dinas Kehutanan Jawa Barat yang dapat memberikan informasi dan edukasi kepada masyarakat Jawa Barat. Penelitian ini bertujuan untuk mengetahui bagaimana proses pengelolaan digital public relations pada media sosial instagram mulai dari tahap mengelola (share) hingga tahap melibatkan (engage). Penelitian ini menggunakan konsep The Circullar Model of Some for Social Communication dari Regina Luttrell yang dikembangkan pada tahun 2015. Konsep ini digunakan karena relevan dengan tahapan yang dilakukan bagian Humas Dinas Kehutanan Jawa Barat pada pengelolaan digital public relations dalam sosialisasi “Hutan Lestari” melalui instagram @dishut_jabar. Penelitian ini menggunakan paradigma konstruktivisme dengan pendekatan kualitatif dan metode deskriptif kualitatif. Data-data penelitian dikumpulkan melalui wawancara mendalam dan observasi. Hasil penelitian menunjukkan bahwa pengelolaan digital public relations yang dilakukan humas Dinas Kehutanan Jawa Barat untuk publikasi mengenaiinformasi dan edukasi dari Dinas Kehutanan Jawa Barat melalui empat tahap. Tahap membagikan (share) konten merupakan tahap awal yang dilakukan, tahap awal ini melakukan observasi dan survey data untuk pengolahan informasi yang akurat dan tepat sehingga meningkatkan partisipasi publik dan agar dapat terhubung dengan publik sehingga menumbuhkan kepercayaan publik. Tahap mengoptimalkan (optimize) pesan, pada tahap ini pengelola melakukan pengecekkan media (media screening) untuk mengetahui jenis konten informasi yang banyak diminati oleh publik serta meningkatkan kualitas kerja agar terciptanya efektivitas. Tahap mengelola (manage) pada tahap ini melakukan media monitoring untuk pengelolaan informasi melalui fitur insight yang ada di instagram, kemudian memberikan respon cepat (quick responses) kepada publik. Tahap melibatkan (engage) publik dengan mengadakan kegiatan bersama dengan publik dan melibatkan influencer yang mempunyai pengaruh publik. ENGLISH : Advances in technology and information that are increasingly rapidly presenting new media in the form of a network (online) are used as a means of disseminating information and publications. The Public Relations of the West Java Forestry Service carries out good digital public relations management through Instagram social media. Researchers are interested in researching the process of managing digital public relations which is well done by the Public Relations of the West Java Forestry Service regarding programs and activities of the West Java Forestry Service that can provide information and education to the people of West Java. This study aims to find out how the process of managing digital public relations on Instagram social media starts from the stage of managing (share) to the stage of engaging (engage). This study uses the concept of The Circullar Model of Some for Social Communication from Regina Luttrell which was developed in 2015. This concept is used because it is relevant to the stages carried out by the Public Relations section of the West Java Forestry Service in managing digital public relations in the socialization of "Sustainable Forests" via Instagram @ dishut_jabar. This research uses constructivism paradigm with qualitative approach and qualitative descriptive method. Research data were collected through in-depth interviews and observation. The results showed that the management of digital public relations carried out by the West Java Forestry Service Public Relations for the publication of the West Java Forestry Service went through four stages. The content sharing stage is the initial stage carried out, this initial stage conducts observations and surveys data for accurate and precise information processing so as to increase public participation and to be able to connect with the public so as to foster public trust. Optimizing message stage, at this stage members perform media screening to find out the types of information content that are in great demand by the public and improve the quality of work in order to create effectiveness. The management stage at this stage performs media monitoring for information management through the insight feature on Instagram, then provides quick responses to the public. The stage of engaging the public by holding joint activities with the public and involving influencers who have public influence.
