Abstract

INDONESIA : Pada era modernisasi dan digitalisasi saat ini merubah pola hidup dan pola kerja masyarakat di berbagai aspek, begitu juga terhadap pelayanan. Pelayanan berbasis digital atau dikenal dengan (E-Government). merupakan pemanfaatan teknologi informasi yang dimana pemerintah berusaha untuk meningkatkan pelayanan agar lebih efektif,efisien,dan cepat diberbagai aspek termasuk dalam pernikahan. E-government pernikahan atau yang dikenal Simkah diatur dalam Surat Keputusan Dirjen Bimbingan Masyarakat Islam No: DJ.II/369 Tahun 2013 tentang Pelaksanaan Sistem Informasi Manajemen Nikah Pada Kantor Urusan Agama Kecamatan. Masalah penelitian dengan melihat bagaimana penerapan Simkah dan apa kendala dalam pelaksanaan Simkah di KUA Kecamatan Gedebage. Pentingnya penelitian ini dengan melihat penerapan Simkah menggunankan Teori Havard JFK School of Government yaitu Support, Capacity dan Value. Metode Penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan jenis penelitian deskriptif dengan metode pengumpulan data melalui tiga cara yakni observasi,wawancara dan dokumentasi. Adapun hasil dari penelitian yang dilaksanakan melihat dalam penerapan Simkah di KUA Kecamatan Gedebage dengan dilihat dari Teori Havard JFK School telah menunjukan bahwa hasil penerapan Simkah belum berjalan secara maksimal karna adanya permasalahan belum adanya dukungan maksimal dari pemerintah dalam sosialisasi.Sumber daya keuangan sangat terbatas serta infrastruktur yang belum memadai dan juga partisipasi masyarakat yang kurang. ENGLISH : In the current era of modernization and digitalization, people's lifestyles and work patterns are changing in various aspects, as are services. Digital-based services, also known as "E-Government" is the use of information technology where the government tries to improve services to be more effective, efficient, and fast in various aspects, including marriage. Marriage e-government, known as SIMKAH, is regulated in the Decree of the Director General of Islamic Community Guidance No: DJ.II/369 of 2013 concerning the Implementation of Marriage Management Information Systems at the District Office of Religious Affairs. The research problem is to see how SIMKAH is implemented and what the obstacles are to implementing SIMKAH at KUA Gedebage District. The importance of this research lies in looking at the implementation of SIMKAH using Harvard’s JFK School of Government Theory, namely Support, Capacity, and Value. The research method used in this research is a qualitative approach with a descriptive type of research with data collection methods through three ways: observation, interviews, and library studies. The results of the research carried out looking at the implementation of SIMKAH at KUA Gedebage District with views from Harvard’s JFK School Theory have shown that the results of SIMKAH implementation haven’t run optimally because of the problem that there is no maximum support from the government in socializing. Financial resources are very limited, infrastructure isn’t adequate, and community participation is lacking.
