Abstract

INDONESIA: Bawaslu Provinsi DKI Jakarta merupakan lembaga pemerintah non kementerian yang berfokus pada bidang Kepemiluan dan Pilkada di Indonesia. Masa pandemi COVID-19 membuat penyebaran informasi difokuskan melalui media sosial terutama Instagram. Hal ini turut dijalankan oleh Humas Bawaslu Provinsi DKI Jakarta dalam melakukan pengelolaan instagram @bawasludkijakarta sebagai bagian dari kegiatan digital PR di era 5.0 yang sebelumnya kurang mendapatkan interest dari masyarakat akibat kurang aktifnya instagram tersebut dijalankan. Penelitian ini bertujuan untuk mendeskripsikan tahapan-tahapan pengelolaan instagram @bawasludkijakarta yang dikelola oleh Humas Bawaslu Provinsi DKI Jakarta, mulai dari tahapan share, tahapan, organize, tahapan manage, dan tahapan engage. Konsep dalam penelitian ini menggunakan The Circular Model of Some sebagai landasan dalam melakukan penelitian karena sesuai dengan pengelolaan instagram @bawasludkijakarta yang dijalankan oleh Humas Bawaslu Provinsi DKI Jakarta. Paradigma yang digunakan dalam penelitian ini menggunakan paradigma konstruktivisme, dengan pendekatan interpretif, menggunakan metode penelitian deskriptif dan pengumpulan data-data penelitian dengan teknik observasi dan wawancara mendalam. Hasil penelitian ini membuktikan bahwa proses pengelolaan instagram @bawasludkijakarta yang dijalankan oleh Humas Bawaslu Provinsi DKI Jakarta dilakukan dalam empat tahapan. (1) share yang meliputi proses pada bagaimana Humas Bawaslu Provinsi DKI Jakarta membuka jalur informasi dua arah dengan publiknya serta apa yang melatarbelakangi penggunaan instagram tersebut. (2) optimize melalui perencanaan komunikasi serta optimalisasi pesan. (3) manage melalui media monitoring dan proses evaluasi. (4) engage untuk mengukur ketercapaian konten kepada publik. Berdasarkan pada hasil penelitian bahwa Humas Bawaslu Provinsi DKI Jakarta menjalankan bentuk kegiatan digital public relations melalui pengelolaan akun Instagram @bawasludkijakarta. ENGLISH: Bawaslu of DKI Jakarta Province is a non-ministerial government agency that focuses on the field of General Elections and Regional Head Elections in Indonesia. The COVID-19 pandemic has made the dissemination of information focused on social media, especially Instagram. This is also carried out by the Public Relations of DKI Jakarta Province Bawaslu in managing Instagram @bawasludkijakarta as part of digital PR activities in the 5.0 era which previously received less interest from the public due to the inactivity of Instagram. This study aims to describe the stages of managing Instagram @bawasludkijakarta which is managed by the Public Relations of the DKI Jakarta Province Bawaslu, starting from the share stage, stage, organize the stage, manage the stage, and engage stage. The concept in this study uses The Circular Model of Some as the basis for researching because it is by the management of Instagram @bawasludkijakarta which is run by Public Relations Bawaslu DKI Jakarta Province. The paradigm used in this study uses a constructivist paradigm, with an interpretive approach, using descriptive research methods and collecting research data with observational techniques and in-depth interviews. The results of this study prove that the process of managing Instagram @bawasludkijakarta which is run by the Public Relations of the Bawaslu of DKI Jakarta Province is carried out in four stages. (1) share which includes the process of how the Public Relations of the DKI Jakarta Bawaslu Province opens a two-way information channel with the public and what is behind the use of Instagram. (2) optimize through communication planning and message optimization. (3) manage through media monitoring and evaluation process. (4) engage to measure the achievement of content to the public. Based on the results of the research, the Public Relations of the DKI Jakarta Bawaslu Province carries out a form of digital public relations activity through managing the @bawasludkijakarta Instagram account.
