Abstract

INDONESIA : Penelitian ini di latar belakangi dari permasalahan sosial dan kemanusiaan yang terjadi di tengah masyarakat Jawa Barat, yang diantaranya yaitu masalah kesehatan, masalah pendidikan, masalah rawan gizi, masalah rumah tidak layak huni yang mengancam jiwa, masalah desa darurat listrik, masalah kebencanaan dan masalah jembatan. Dengan itu Pemerintah Daerah Provinsi Jawa Barat membuat program Jabar Quick Response sebagai langkah menangani permasalahan yang ada di masyarakat Jawa Barat. Tujuan dalam penelitian ini adalah untuk mengetahui Faktor Sukses penerapan E-Government Program Jabar Quick Response dalam Pelayanan Publik di Dinas Komunikasi dan Informatika Provinsi Jawa Barat. Metode penelitian yang dipakai ialah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan terdiri dari wawancara, studi dokumentasi, dan kepustakaan. Hasil dari penelitian ini adalah Pemerintah Daerah Provinsi Jawa Barat telah melaksanakan pengembangan e-government dengan cukup sukses atau optimal. Hal tersebut dibuktikan dari dibuatnya payung hukum bagi pelaksanaan program Jabar Quick Response. Sumber daya manusia yang sudah cukup mumpuni dalam pemenuhan tugas pokok dan fungsi, infrastruktur atau peralatan yang cukup memadai dalam merespons atau menanggapai aduan, sumber daya keuangan yang membantu kesuksesan program Jabar Quick Response. Akan tetapi, dalam sosialisai yang dilakukan kurang optimal pada masayarakat. Dan meskipun waktu dalam penanganan pelayanan yang diberikan berbeda sesuai dengan jenis kategorinya. Tetapi, pemberi layanan sudah cukup optimal dalam memberikan pelayanan publik kepada masyarakatnya. ENGLISH : This research is based on social and humanitarian problems that occur in the community of West Java, which include health problems, education problems, nutritional problems, uninhabitable housing problems that threaten life, electricity emergency village problems, disaster problems and bridge problems. . With that the Regional Government of West Java Province made the West Java Quick Response program as a step to deal with problems that exist in the people of West Java. The purpose of this study was to determine the success factors for implementing the West Java Quick Response E-Government Program in Public Services at the Communication and Information Office of West Java Province. The research method used is qualitative research with a descriptive approach. Data collection techniques used consisted of interviews, documentation studies, and literature. The result of this research is that the West Java Provincial Government has implemented e-government development quite successfully or optimally. This is evidenced by the creation of a legal umbrella for the implementation of the West Java Quick Response program. Human resources who are already quite capable in fulfilling their main tasks and functions, adequate infrastructure or equipment in responding or responding to complaints, financial resources that help the success of the West Java Quick Response program. However, the socialization carried out is not optimal in the community. And although the time in handling the services provided is different according to the type of category. However, service providers have been quite optimal in providing public services to their people.
