Abstract
Berdasarkan latar belakang dalam penelitian ini bahwa Pemerintah Desa Cibiru Hilir belum maksimal dalam mengembangkan potensi wilayah desanya dalam bidang Pembangunan Ekonomi sebagaimana amanat dalam Undang-Undang Nomor 6 Tahun 2014 Tentang Desa Pasal 78 Ayat 1. Penelitian ini bertujuan untuk mengetahui apakah Efektivitas Anggaran Pendapatan dan Belanja Desa (APBDes) Dalam Pembangunan Ekonomi Desa sudah efektif atau belum. Teori yang digunakan dalam penelitian ini yaitu menggunakan Teori Pengukur Efektivitas dari Jack Duncan yang dikutip (Steers, 1985) dengan tiga dimensi 1) Pencapaian Tujuan; 2) Integrasi; dan 3) Adaptasi. Metode penelitian yang digunakan dalam penelitian ini adalah Desktiptif Kualitatif dengan teknik pengumpulan data yaitu studi kepustakaan dan studi lapangan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini yaitu : 1) Pencapaian Tujuan dalam pengelolaan APBDes terkait Pembangunan Ekonomi di Desa Cibiru Hilir belum efektif pelaksanaanya; 2) Integritas dalam proses sosialisasi perangkat desa kepada masyarakat belum efektif pelaksanaannya; 3) Adaptasi dalam peningkatan kemampuan perangkat desa dan masyarakatnya belum efektif pelaksanaannya. ENGLISH : Based on the background in this study, the Cibiru Hilir Village Government has not been maximal in developing the potential of its village area in the field of Economic Development as mandated in Law Number 6 of 2014 concerning Villages Article 78 Paragraph 1. This study aims to determine whether the Effectiveness of the Village Revenue and Expenditure Budget (APBDes) in Village Economic Development has been effective or not. The theory used in this research is to use the Effectiveness Measuring Theory from Jack Duncan quoted (Steers, 1985) with three dimensions 1) Goal Achievement; 2) Integration; and 3) Adaptation. The research method used in this research is qualitative descriptive with data collection techniques, namely library research and field studies through interviews, observation, and documentation. The results of this study are: 1) the achievement of objectives in the management of APBDes related to Economic Development in Cibiru Hilir Village has not been implemented effectively; 2) Integrity in the process of socializing village officials to the community has not been effectively implemented; 3) Adaptation in improving the capacity of village officials and the community has not been effective in its implementation.
