Abstract

INDONESIA : Disiplin yang baik mencerminkan besarnya tanggung jawab seseorang terhadap tugas-tugas yang diberikan kepadanya. Hal ini mendorong gairah kerja, semangat kerja dan terwujudnya tujuan perusahaan, karyawan dan masyarakat. Berbagai upaya telah dilakukan guna meningkatkan disiplin dan kualitas pelayanan itu, baik dalam bentuk perangkat keras seperti pemberian remunerasi, tunjangan tambahan pendapatan, serta bentuk insentif lainnya yang dilengkapi dengan sejumlah peraturan seperti PP nomor 53 tahun 2010 tentang peraturan disiplin PNS dan ditindaklanjuti dengan PP nomor 24 tahun 2011. Penelitian ini bertujuan untuk mengetahui pengaruh komunikasi, sumber daya, disposisi, struktur, dan implementasi kebijakan finger print terhadap disiplin kerja pegawai di Kantor Kementerian Agama Kota Bandung. Teori yang digunakan dalam penelitian ini adalah teori dari Edward III yang mengemukakan bahwa terdapat beberapa faktor yang mencakup implementasi kebijakan, diantaranya komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian menggunakan metode kuantitatif dengan pendekatan asosiatif. Penelitian dilakukan dengan mengambil sampel sebanyak 45 orang pegawai pada Kantor Kementerian Agama Kota Bandung yang tercatat aktif dengan teknik sampling jenuh yaitu teknik penentuan sampel yang menggunakan semua anggota populasi sebagai sampel. Besarnya pengaruh implementasi kebijakan Finger Print terhadap Disiplik kerja di Kantor Kementerian Agama Kota Bandung berdasarkan koefisien determinasi yang telah dihitung memperoleh persentase 91,7% dan masuk kedalam kriteria sangat tinggi. Sehingga dapat disimpulkan bahwa terjadi pengaruh yang sangat tinggi dari implementasi kebijakan Finger Print terhadap Disiplin Kerja di Kantor Kementerian Agama Kota Bandung. ENGLISH : Good discipline reflects the amount of responsibility a person has for the tasks assigned to him. This encourages work passion, morale and the realization of company, employee and community goals. Various efforts have been made to improve discipline and quality of service, both in the form of hardware such as remuneration, additional income allowances, and other forms of incentives which are complemented by a number of regulations such as PP number 53 of 2010 concerning civil servant discipline regulations and followed up with PP number 24. year 2011. This study aims to determine the effect of communication, resources, disposition, structure, and implementation of finger print policies on employee work discipline in the Office of the Ministry of Religion, Bandung City. The theory used in this study is the theory of Edward III, which states that there are several factors that include policy implementation, including communication, resources, disposition, and bureaucratic structures. The research method uses quantitative methods with an associative approach. The study was conducted by taking a sample of 45 employees at the Office of the Ministry of Religion of Bandung City who were recorded as active with a saturated sampling technique, namely the sampling technique using all members of the population as a sample. The magnitude of the influence of the implementation of the Finger Print policy on the work discipline in the Office of the Ministry of Religious Affairs in Bandung based on the calculated coefficient of determination obtained a percentage of 91.7% and is included in the very high criteria. So it can be concluded that there is a very high influence from the implementation of the Finger Print policy on Work Discipline at the Office of the Ministry of Religion in Bandung City.
