Abstract

INDONESIA : Terminal Parkir Elektronik (TPE) merupakan sistem pembayaran retribusi parkir dengan metode elektronik dan dirancang oleh perangkat komputer. Terminal Parkir Elektronik biasanya terdapat di tepi jalan atau tempat-tempat tertentu. Penggunaan TPE (Terminal Parkir Elektronik) diharapkan mampu meningkatkan pelayanan kepada masyarakat, terutama dalam hal pelayanan parkir berbasis elektronik. Bicara masalah tarif yang dipasang, tentu hal ini berpatokan kepada aturan daerah. Tujuan dari penelitian adalah 1) mengetahui efektivitas program terminal parkir elektronik (TPE) di jalan dewi sartika kota bandung; 2) mengetahui perbandi- ngan antara progran terminal parkir elektronik (TPE) dengan program parkir sebelumnya. Metode yang dipakai pada penelitian adalah metode pendekatan deskriptif kualitatif Dalam hal ini, penulis ingin menggambarkan efektivitas program terminal parkir elektronik (TPE) di Kota Bandung. Dengan teknik pengumpulan datanya observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini adalah 1) Efektitas program TPE di Kota Bandung sudah berjalan sesuai dengan aturan yang berlaku. 2) Perbandingan antara Program Terminal Parkir Elektronik (TPE) dengan program parkir sebelumnya yaitu adnanya faktor penghambat dari pelaksanaan program terminal parkir otomatis adalah kesadaran masyarkat dalam menggunakan TPE yang belum sesuai dengan tujuan program yang sudah dicanangkan kemudian fasilitas parkir yang kurang memadai, jumlah sumberdaya manusia sebagai petugas pemungut retribusi yang jumlahnya tidak banding beban kerja yang ada. ENGLISH : Electronic parking terminal (TPE) is a payment system with electronic methods of parking fees and designed by computer devices. Electronic parking terminal is usually found on the roadside or certain places. The use of TPE (Terminal Electronic Parking) is expected to improve service to the community, especially in terms of electronic-based parking services. Talk mounted tariff issue, of course it is sticking to the rules of the area. The purpose of the study is 1) determine the effectiveness of an electronic parking terminal program (TPE) in the city of Bandung sartika goddess; 2) know- ngan perbandi between program as electronic parking terminal (TPE) with parking program before. The method used in this research is descriptive qualitative approach In this case, the author wants to illustrate the effectiveness of the electronic parking terminal program (TPE) in Bandung. With data collection techniques of observation, interviews, and documentation. The results of this study were 1) Efektitas TPE program in Bandung has been run in accordance with the applicable rules. 2) Comparison between the Program Terminal parking Electronics (TPE) to program the parking previous adnanya inhibiting factors of the implementation of the program terminal automated parking is the awareness of the community in the use of TPE that is not in accordance with the objectives of the program which was launched after the parking facilities are inadequate, the number of human resources as officers levy collector whose numbers did not appeal the existing workload.
