Abstract

INDONESIA Peningkatan mutu pendidikan tidak akan terlepas dari peningkatan mutu peserta didik yang akan berdampak pada mutu kompetensi lulusannya, upaya dalam peningatan mutu pendidikan ini tidak akan berhasil untuk memenuhi sasaran kecuali dengan fokus dimulai untuk meningatkan mutu peserta didiknya sehingga akan berdampak pada bermutu atau tidaknya lulusan. Upaya untuk meningkatkan kompetensi lulusan dalam suatu lembaga pendidikan maka perlu adanya suatu pengelolaan yang tepat dengan menggunakan sistem manajemen strategik. Tujuan Penelitian ini adalah untuk mengetahui latar alamiah, analisis lingkungan sekolah, formulasi strategik, implementasi strategik, evaluasi strategik, faktor pendukung dan penghambat serta hasil dari pelaksanaan manajemen strategik dalam meningkatkan kompetensi lulusan di SMP IT Imam Bukhari. Penelitian ini berangkat dari pemikiran mengenai manajemen strategik Wheelen & Hunger (2003:12) yaitu meliputi analisis lingkungan sekolah (enviromental scanning), formulasi strategik (strategi formulation) dalam meningkatkan kompetensi lulusan, implementasi strategik (strategi implementation) dalam meningkatkan kompetensi lulusan, dan evaluasi strategik (strategi evaluation) dalam meningkatkan kompetensi lulusan. Metode penelitian ini menggunakan metode deskriptif kualitatif. Tekhnik pengumpulan data yang dilakukan dengan tekhnik observasi, wawancara, dan studi dokumentasi/ menyalin. Anilisis data yang digunakan dengan tujuan deskriptif semata-mata dan uji keabsahan data yang dilakukan yaitu perpanjangan keikutsertaan, ketekunan pengamatan, triangulasi, pengecekan sejawat, kecukupan referensi, kajian kasus negatif, pengecekan anggoita, uraian rinci, audit untuk riteria kebergantungan, audit untuk kriteria kepastian. Hasil penelitian ini menunjukan bahwa manajemen strategik dalam meningkatkan kompetensi lulusan di SMP IT Imam Bukhari meliputi analisis SWOT, kekuatan SMP IT terdapat pada pendidik yang rata-rata sudah memiliki kompetensi dan prestasi-prestasi. Formulasi strategi berupa visi, misi, tujuan, strategi, dan kebijakan. Implementasi strategi berupa menetapkan penanggungjawab program, perumusan program dan anggaran. Evaluasi strategi: rapat pimpinan, rapat tahunan, rapat kordinasi, dan rapat insidental. Faktor pendukung: kompetensi pendidik dan adanya mitra sekolah. Faktor penghambat: input peserta didik yang belum ada kualifikasi baku, sarana dan prasarana yang kurang. Keberhasilan yang diperoleh sekolah ialah prestasi di setiap lomba tingkat kabupaten/kota dan provinsi baik akademik, non-akademik, hafal 1-5 juz untuk program Full Day School dan 1-17 juz untuk program Boarding School, mendapatan nilai UN masuk 5 besar berturut-turut selama 4 tahun. ENGLISH Improving the quality of education will not be apart from improving the quality of students who will have an impact on the quality of competence graduate, efforts in improving quality of education will not be succes to find the target except the focus begins to improve students' quality. so that will have impact on the quality or absence of alumnus . Efforts to improve graduate competency in an educational institution need the right manager by using a strategic management system. The purpose of the research was to know the natural background, school area analysis, strategic formulation, strategic implementation, strategic evaluation, enabling and inhibiting factors as well asthe result of the implementation of strategic management in competence improving at Integrated Islamic Junior High School Imam Bukhari. This research departs from thinking about strategic management Wheelen & Hunger (2003: 12), which includes analysis of the school environment, strategic formulation, strategic formulation in improving alumnus competency, strategic implementation in improving alumnus competency, and evaluation strategic in improving alumnus competency. This research method used a qualitative descriptive method. The data collection techniques were done by the observation teachnique, interviews and documentation study or copying. Data analysis who used for descriptive purposes only and test the validity of the data, that is extension of participation, persistence of observation, triangulation, peer checking, adequacy of references, negative case studies, checking of members, detailed descriptions, audits for dependency criterion, audits of criterion certainty. The results of research indicate that strategic management in improving the competency of the graduate at Integrated Islamic Junior High School Imam Bukhari includes SWOT analysi, the strength of the school be found the student who on average have competencies and achievements. The strategic formulation form a vision, mission, goals, strategies, and policies. The strategic Implementation is in the form of determining program responsibility, program formulation and program budget. Strategy evaluation: leadership meetings, annual meetings, coordination meetings, and incidental meetings. Supporting factors is educator competence and the existence of school partners. Inhibiting factor is the students input who have not standard qualifications,lacking facilities and infrastructure. The success obtained by the school is achievement in each race at the regency/city and province level both academically, non-academically, memorizing 1 until 5 juz for the full day school program and 1 until 17 juz for the boarding school program, getting the National Exam (UN) score entered 5 big successive for 4 years.
