Abstract
Blueprint is a design, a formulation which is formulated for the purpose of providing direction to the implementation of activities in an organization, community or institution on an ongoing basis. In the development of a system to empower people must accept zakat (Mustahik) in the context of managing Zakat, Infaq, Shodaqoh, Waqf and Fidyah (ZISWAF), where the mustahik can be recorded well to empower their survival and development with the help of ZISWAF from the community obliged to pay zakat (Muzakki), therefore in this study it is recommended an information system that uses the Zachman framework to obtain blueprint results in which detailed information such as information systems can be designed, especially in this ZISWAF management information system, all the needs of both the data from the community around the mosque, the functions used in this ZISWAF information system, human resources and time that can be well distributed to support the running of this information system, so that the utilization of the ZISWAF information system can be managed well by the admin or all components concerned. In this research, the system is expected to help the organizers to record the community of mustahik according to their groups and regions and to empower them with the assistance of ZISWAF.
