Abstract

ENGLISH This research is conducted based on the employees’ achievement regarding the ownership of population and civil registry documents which have not yet reach the maximum targets. The Population and Civil Registry Agency is a government institution established to manage the regional government affairs in population and civil registry administrative service. The citizenship documents are required for many purposes in daily lives, including birth certificate which is compliance to children civil right. Therefore, employees are required to provide optimum service in order to maximize their work outcome. Based on the problem above, the writer is eager to conduct further research. This research aims to know Employees’ Performance in Population and Civil Registry Administrative Service; and to understand the difficulties faced by the employees of Population and Civil Registry Agency of Bandung Regency in accomplishing work targets in population and civil registry administrative service. The research method used is descriptive with qualitative approach. Data collection is performed through observation, interview and documentation toward the employees of Population and Civil Registry Agency of Bandung Regency. Data analysis is performed by using Miles’s and Huberman’s data analysis techniques which consist of data reduction, data presentation and conclusion making. The research results and discussion show that the employees are underachieved due to internal and external difficulties. Those difficulties lie within the Human Resource, Facility and Infrastructure, Timing, the Clarity of Frameworks and so on, but there are several attempts from the employees to fix the problems, which are in the form of proactive service, Sabilulungan integrated service and cooperation with other agencies. INDONESIA Penelitian ini dilatarbelakangi oleh pencapaian target pegawai yang belum maksimal dalam kepemilikan dokumen kependudukan dan pencatatan sipil. Dinas Kependudukan dan Pencatatan Sipil merupakan instansi pemerintah yang bertugas melaksanakan urusan pemerintah daerah dalam bidang pelayanan administrasi kependudukan dan pencatatan sipil. Urgensi dokumen kependudukan diperlukan untuk kehidupan sehari-hari mayarakat termasuk akta lahir yang merupakan pemenuhan hak sipil anak. Oleh karena itu, pegawai dituntut untuk memberi pelayanan yang optimal agar hasil kerjanya dirasa maksimal. Berdasarkan pada permasalahan tersebut peneliti tertarik untuk melakukan penelitian lebih lanjut. Penelitian ini bertujuan untuk mengetahui Kinerja Pegawai dalam Pelayanan Administrasi Kependudukan dan Pencatatan Sipil di Disdukcapil Kabupaten Bandung serta untuk mengetahui kendala-kendala apa saja yang dihadapi pegawai Disdukcapil Kabupaten Bandung dalam memenuhi target kerja dalam pelayanan administrasi kependudukan dan pencatatan sipil. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi pada pegawai Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung. Teknik analisis data dilakukan dengan menggunakan teknik analisis data menurut Miles dan Huberman yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian dan pembahasan menunjukkan pegawai belum maksimal mencapai target kerja dikarenakan adanya kendala-kendala internal maupun eksternal. Kendala-kendala tersebut meliputi SDM, Sarana Prasarana, Pewaktuan, Kejelasan kerangka acuan kerja dan lain sebagainya namun ada upaya-upaya pegawai dengan pelayanan jemput bola, pelayanan terpadu Sabilulungan maupun kerjasama dengan lembaga lainnya.
