Abstract

INDONESIA Manajemen tenaga pendidik merupakan proses yang mencakup banyak hal seperti rekrutmen, seleksi, orientasi, penlaian, dan sebagainya. Dilaksanakan guna mencapai tujuan yang telah di tetapkan. MA Persatuan Islam 24 merupakan lembaga pendidikan formal yang diselenggarakan bagi masyarakat yang memerlukan layanan pendidikan, dalam mengelola sebuah lembaga pendidikan sangat ditentukan oleh komponen-komponen pendidikan, salah satunya adalah pendidik (guru). Pendidik adalah salah satu bagian penting dalam pembangunan, karena dapat menciptakan generasi bangsa yang kompeten. Pada umumnya manajemen di MA Persatuan Islam 24 masih belum dikelola secara professional, sebagian besar tenaga pendidik belum memiliki kualifikasi akademik yang sesuai dengan yang telah ditetapkan pemerintah. Tujuan penelitian ini adalah untuk mengetahui latar alamiah, rekrutmen dan seleksi, orientasi dan penempatan, pelatihan dan pengembangan, serta penilaian kinerja pendidik di MA Persatuan Islam 24. Penelitian ini didasarkan pada pemikiran bahwa jika pengelolaan tenaga pendidik di madrasah tersebut baik akan menjamin terciptanya kegiatan belajar mengajar yang efektif sehingga dapat melahirkan lulusan yang berkualitas. Dilihat dari latar alamiah kondisi objektif madrasah, bagaimana proses manajemen tenaga pendidik dan hasil yang di capai. Pengumpulan data dilakukan dengan cara wawancara, observasi/ pengamatan, dan studi dokumen atau menyalin. Jenis yang digunakan adalah data kualitatif, bersumber dari kepala sekolah, staf sekolah, dan tenaga pendidik. Metode penelitian yaitu analisis deskriftif berupa kata-kata dan perilaku yang dapat diamati. Untuk mencapai derajat keabsahan data penulis mengadakan perpanjangan ikut serta, ketekunan pengamatan, triangulasi, pengecekan sejawat, kecukupan referensi, kajian atau analisis kasus negatif, pengecekan anggota, uraian rinci, audit kebergantungan dan audit kepastian, dimulai pada tanggal 2 Mei – 10 Juli 2018. Hasil penelitian ini diperoleh dan ditemukan data-data bahwa pelaksanaan manajemen tenaga pendidik di MA Persatuan Islam 24 mengacu kepada kebijakan pemerintah tentang standar pendidik dan tenaga kependidikan baik secara kualifikasi mapun kompetensi yang harus dimiliki oleh pendidik. Perekrutan, kepala sekolah telah manarik para pelamar untuk dipekerjakan di sekolah tersebut, dan memposisikan guru-guru sesuai kualifikasi dan kemampuan guru masing-masing. Seleksi, proses memilih calon tenaga pendidik yang memenuhi syarat. Orientasi, proses perkenalan guru baru dengan guru-guru yang sudah lama mengajar di sekolah tersebut, dengan tokoh masyarakat, peserta didik, serta fasilitas pembelajaran yang ada di sekolah tersebut. Penempatan, kepala sekolah memberikan tugas/ penempatan terhadap guru baru melalui surat keputusan. Selanjutnya para guru diikutsertakan untuk mengikuti pelatihan dan pengembangan guna meningkatkan potensi pendidik. Penilaian, dilakukan oleh kepala sekolah dan pemerintah mengacu pada delapan standar yang sudah ditentukan oleh pemerintah. MA Persatuan Islam 24 is a formal educational institution organized for people who need educational services, in managing an educational institution is largely determined by the components of education, one of which is educators (teachers). Educators are an important part of development, because they can create a generation of competent people. In general, management at MA Islamic Association 24 still has not been managed professionally, most educators do not yet have academic qualifications that are in accordance with what the government has determined. The purpose of this study was to determine the natural setting, recruitment and selection, orientation and placement, training and development, as well as the performance evaluation of educators at the Islamic Association MA 24. This study was based on the idea that if the management of educators in madrasas would guarantee the creation of learning activities effective teaching so that it can produce quality graduates. Viewed from the natural background of the objective conditions of the madrasa, how is the management process of the teaching staff and the results achieved. Data collection is done by means of interviews, observation / observation, and study of documents or copying. The types used are qualitative data, sourced from school principals, school staff, and educators. The research method is descriptive analysis in the form of words and observable behavior. To achieve the validity of the author's data, the extension takes place, observation persistence, triangulation, peer checking, adequacy of references, negative case studies or analysis, member checking, detailed descriptions, dependency audits and certainty audits, starting on 2 May - 10 July 2018. The results of this study were obtained and data were found that the implementation of management of teaching staff at the Islamic Union MA 24 refers to government policies regarding the standards of educators and education personnel both qualitatively and competencies that must be possessed by educators. Recruitment, the principal has attracted applicants to be employed at the school, and positioned the teachers according to the qualifications and abilities of each teacher. Selection, the process of selecting qualified teaching staff. Orientation, the process of introducing new teachers with teachers who have long taught at the school, with community leaders, students, and learning facilities available at the school. Placement, the principal gives assignments / placements to new teachers through a decree. Furthermore, the teachers were included to attend training and development to increase the potential of educators. Assessment, carried out by the principal and the government refers to eight standards that have been determined by the government.
